UKRAINE. Verkhovna Rada Passed Law Permitting Non-Auction Land Lease

On June 3 the Verkhovna Rada of Ukraine reconsidered the law "On Introduction of Amendments to Legislative Acts of Ukraine" (law draft No.2481, by the Cabinet of Ministers of Ukraine), taking into account some propositions the President introduced using his right of veto, - the Institute of Religious Freedom reported. By the results of vote the Law was supported by 226 people's deputies of the coalition majority and signed by the President of Ukraine in the session hall of the Parliament.

It should be noted that in the Law with the President's propositions passed by the Parliament the amendment was saved according to which religious organizations can lease the land plots of the state and communal property for placing cult buildings without auction procedures. The Law mentioned made amendments to part 1 of Article 16 of the Law of Ukraine "On Land Lease", which stipulates for the following: "The right to lease the land plots of the state and communal property is acquired exclusively at auctions (except the lease by religious organizations for the cult buildings, which are legalized in Ukraine)."

Among the other important questions on the week agenda of the sessions of the Verkhovna Rada of Ukraine (June 6, 2008), is consideration of the second reading of the draft of law "On Introduction of Amendments to Legislative Acts of Ukraine" concerning the right of religious organizations for permanent land lease (registration No.0973, authors Turchinov A.V., Lukyanchuk R.V., Sukhoi Ya.M.).

Passing the draft of the law mentioned has been expected by religious community, to which testify numerous addresses of the All Ukraine Council of Churches and religious organizations to the Verkhovna Rada of Ukraine of several convocations, and it will be one more step forward to legal solution of the actual problems of the churches in the domain of land use.
