Bishop of Ivano-Frankivsk and Kolomiya Panteleimon (Mykhailo Vasylyovych Lugovyi) was born on May 11, 1967 in the village of Kopanky, Kalush district of the Ivano-Frankivsk region in the family of workers.

In 1984 he graduated from the secondary school No.3 of Kalush and entered the pedagogical department of the Ivano-Frankivsk State Pedagogical Institute named after Vasyl Stefanic.

In 1985 he was called to the military service, and quitted it in the spring of 1987, and proceeded his studies in the Institute. In 1989 - 1990, being the graduate student, he bore obedience in the Holy Transfiguration Monastery of Gosha of the Ivano-Frankivsk Diocese.

In 1990 he graduated from the Institute and enrolled in the Kyiv Theological Seminary, and in 1993 - entered the Kyiv Theological Academy. In 1996 he defended his thesis "Church Brotherhoods of Ukraine and Byelorussia as Stronghold of Orthodoxy", receiving the degree of Candidate of Theology.

From 1996 he was appointed teacher and senior assistant of the inspector of KTA&S.

On September 21, 1996 he was ordained deacon by Archbishop of Kryvyi Rih and Nikopol Efrem (Kytsai), and on October, 9 - ordained to the holy priesthood by His Beatitude Metropolitan Volodymyr.

March 20, 1997 he was tonsured a monk with the name Panteleimon (after the Holy Great Martyr and Healer Panteleimon) by Vice-Rector of the KTA archimandrite (now archbishop of Bila Tserkva and Boguslav) Mytrofan (Yurchuk).

On the feast of Easter in 1997 he was awarded with pectoral cross by His Beatitude, Metropolitan Volodymyr, and on July 9, 1997 - elevated to the rank of Hegumen.

From August 1, 1997 to August 29, 2004 he was the secretary of the Academic Council of the KTA.

On the feast of Easter in 1998 he was awarded with the ornamented cross, and in a year he was elevated to the rank of archimandrite.

On May 29, 2000 he was appointed associate professor of the department of General Church History of the KTA. From May 2001till September of 2005 - head of the department of General Church History of KTA.

From September 2005 - clergyman of the St.Panteleimon Convent in Theofania (Kyiv).

June 8, 2000 - awarded with the medal "Nativity of Christ", of the first degree. November 9, 2001 in honour of the 300th anniversary of the KTA he was awarded with the Order of the Venerable Nestor the Chronicler

From September 2005 - teacher and associate professor of the department of Philosophy, Political Science and Right of the Kyiv Slavistic University.

On October 18, 2007 by the decision of the Holy Synod of the UOC archimandrite Panteleimon was elected Bishop of Ivano-Frankivsk and Kolomiya. The same day his bishop nomination took place in the Primate residence of His Beatitude Metropolitan Volodymyr in the Kyiv-Pechersk Lavra. The following day, October 19, in the Refectory Church in honour of the Holy Venerable Anthony and Theodosius of Caves the consecration of Bishop of Ivano-Frankivsk and Kolomiya Panteleimon was held, presided over by the Primate of the Ukrainian Orthodox Church.
