Bishop Arseniy was born on June 21, 1968in the village of Porosoozero, Suoryava district of the Autonomous Soviet Republic of Karelia in a railroader's family. 

In 1969 the family moved to the native land of father - village of Liski, the Voronezh region (Russia). He got his basic education in the village secondary school. On graduation in 1985 he entered the Department of Agronomy of the Voronezh Agricultural Institute.

After completion of his first year in 1986 he was summoned to the army, and from May 1986 till May 1988 did his military service in the Gorkiv region (Russia).  At the same time he visited the church of the Kazan Icon of the Mother of God in Gorokhovets, where he got spiritually close to the protopriest Veniamin with whose blessing he took away the documents from the institute after the service in the army and from October 1988 till July 1989 served a reader in the Cathedral of the Holy Protection of the Theotokos in Voronezh. 

In August 1989 he entered the Moscow Theological Seminary from which he graduated in 1992.  At the same time on the feast of the Apostles Peter and Paul on July 12 he was ordained deacon in the Sts.Peter and Paul Cathedral (Krasnyi Lyman, the Donetsk region) by Bishop of Donetsk and Slovyansk Alipiy (Pograbenyak).

On July 25, 1992 in the St.Michael Church of Yasinuvata of the Donetsk region he was ordained to the holy priesthood. On August 21 of the same year he was tonsured a monk with the name Arseniy after the Venerable Arsenius the Great by Bishop Alipiy in the Church of Basil the Great of the Village Mykilske, Volnovasky district.  He was appointed second priest of the parish at the Church of the Holy, Glorious and All-praised Leaders of the Apostles, Peter and Paul in Krasnyi Lyman, the Donetsk region.

On May 6, 1993 he was transferred to the newly opened Holy Dormition Svyatogirsk Monastery and was appointed to the post of Dean.  On January 20, 1995 with the blessing of His Beatitude Metropolitan Volodymyr he was appointed Deputy Abbot of the Svyatogirsk Monastery with elevation to the rank of Hegumen and handing the crosier. The same year on the feast of Easter he was elevated to the rank of archimandrite. 

On November 10, 2005 he was appointed Vicar of the Horlivka Diocese with elevation to the episcopacy. 

On December 5, 2005 in the Holy Dormition Cathedral of the Holy Dormition Svyatogirsk  Lavra the consecration of archimandrite Arseniy as Bishop of Svyatogirsk, Vicar of the Horlivka Diocese took place. 

By the decision of the Holy Synod of the UOC he was appointed Vicar of the Donetsk Diocese. 

 
AWARDED

- the Order of the Holy Equal to the Apostles Great Prince Vladimir of the  2nd and  3rd degree;

- the Order of Nativity of Christ of the 1st degree;

- the Order  "For Merits: of the 3rd degree (Decree of the President of Ukraine L.D.Kuchma of December 25,  2004).
