Archbishop of Kherson and Tavriysk Ioann was born on March 14, 1964 in Rivne, in a worker's family.  In 1981 he graduated from a secondary school in Rivne.  On August 19, 1985 he was ordained to the holy diaconate by Archbishop of Rivne and Volyn Damian (Marchuk, †1987) and appointed to the service at the St. Michael Church of the village Zdovbytsia, Zdolbunivskyi district of the Rivne region.  

On February 22, 1987 he was ordained to the holy priesthood by Bishop of Volyn and Rivne Varlaam (Illiushchenko, †1990) and appointed to the St. Barbara Church in the village of Shpaniv, Rivne region.  

In July 1987 he was appointed rector of the Holy Transfiguration of Our Saviour Church in the village of Trushivtsi, Cherkassy region.  

On December 31, 1993 he was tonsured monk with the name Ioann in honour of the Holy Apostle and Evangelist John the Theologian.  On January 7, 1994 he was elevated to the rank of hegumen by His Beatitude Metropolitan of Kyiv and All Ukraine Volodymyr, and on August 2 of the same year - to the rank of archimandrite and appointed secretary of the Kyiv Diocese.   

In 1996 - graduated from the Kyiv theological Seminary. On December 13, 1996 he was consecrated Bishop of Pereyaslav-Khmelnytskyi and appointed Vicar of the Kyiv Metropolis.   

On July 26, 2000 - appointed bishop of Khust and Vynohradiv.   

On July 28, 2004 elevated to the dignity of Archbishop.  

Upon resolution of the Academic Council of the Uzhgorod Ukrainian Theological Academy of May 16, 2000 he was conferred  a scientific degree of the Doctor of Theology and awarded the cross of the Doctor of Theology of the 1st degree.   

On November 22, 2006 by the decision of the Holy Synod of the UOC he was removed from administration of the Khust Diocese and elected Archbishop of Kherson and Tavriysk.   


Activity
 
Archbishop Ioann (Siopko) was appointed to the Kherson Cathedra by the decision of the Holy Synod of the UOC of November 22, 2006. Before that he had stayed at the Khust Cathedra since 2000.  In that period he consecrated more than 46 churches and 8 chapels, performed the rite of foundation of 10 new churches.  In the Diocese 7 monasteries were opened and consecrated: The Holy Transfiguration of Our Saviour Monastery in the village of Tereblia, of the Tyachiv district, the St. Sergius Hermitage (women's) in the Urochyshche Obchyna of the Tyachiv district, monastery in honour of the Icon of Mother of God "Unexpected Joy" in the village of Kolochyava of the Mizhgirskyi district, the St. Elias' monastery in the village of Ternovo Pishogora of the Tyachiv district, the Holy Trinity Monastery in the village of Vilkhivka, the St. Seraphim Convent in the village of Lopukhovo of the Tyachiv district and the famous St.  Michael  the Archangel Monastery in the village of Grushevo, known by its publishing activity since the XVII century.

During Archbishop Ioann's tenure of the Khust Diocese the glorification of the man of faith, missionary and enlightener of the Carpathian lands the Venerable Aleksiy (Kabaliuk) as the saint of the Ukrainian Orthodox Church took place.  This prominent event took place on October 21, 2001 and gathered more than 30 000 of believers. 

At the intercession of Archbishop Ioann the Holy Synod of the UOC fixed the commemoration date of the Nankovo icon of the Mother of God (August 10), which miraculously appeared in the village of Nankovo of the Khust region in the XVII century.  

By the efforts of Vladyka Sergiy the Holy Synod of the UOC also fixed the day of commemoration of the Carpathian Russian saints on the first week after commemoration of the Holy Equal-to-the-Apostles Cyril and Methodius (May 24).  

Since 2005 on the blessing of Archbishop Ioann the tradition of holding the liturgical processions in the streets of the city on the first week of the Dormition fast was initiated in honour of the feast of Procession (Proodos) of the Honourable Cross.

During his tenure of the Khust diocesan see Vladyka Ioann performed 83 deacon ordinations and 70 priest ordinations. Vladyka constantly patronizes the regional hospital, educational institutions and boarding schools for the orphans, orphanages, and old people's asylums.

Orders of the Ukrainian Orthodox Church - of the Nativity of Christ of the 2nd degree and of the Venerable Nestor the Chronicler.
